The Ethnographic Open-Air Museum of Latvia made an agreement with the Ministry of Culture of the Republic of Latvia about the pre-project Nr.EEZLV04 / INP / 2013/4 „Ostas noliktavas restaurācija Latvijas Etnogrāfiskajā brīvdabas muzejā” (Restoration of the Harbor Warehouse in the exibition of The Ethnographic Open-Air Museum of Latvia) project implementation within the EEA Financial Mechanism Norwegian Financial Mechanism program “Conservation and Revitalization of Cultural and Natural heritage”.

The objective of the project: The aim of this project is to preserve one of the oldest exhibit-building in The Ethnographic Open-Air Museum of Latvia – “Harbor Warehouse” and make it accessible to wide audience. Project results: not less than 105 000 visitors per year will be provided with availability of one of the Cultural heritage object which has never been displayed before. Objects adjacent are of at least 150m2 will be improved with its exposure conditions. Buildings first floor will be open for every visitor as open repository. Within this project there will be organized one experience sharing conference dedicated to wooden architectural heritage.
The substantiation of the project:
Activity 1: Restoration and preservation of Liepaja Port Warehouse building. Initially, in the summer of 2014, procurement of exhibit conservation services was announced, based on a restoration project by architect K.Veinberga. However, the Museum received the opinion of the Procurement Monitoring Bureau and the Ministry of Economy, stating that this building (exhibit) is classified as a construction, and therefore corresponding construction procurement should be applied. In order to construction work is carried out according to the new Construction Law, the Museum submitted the Restoration project to the Riga City Construction Board. The museum received a building permit under the conditions, including requirement to develop a construction project consistent to regulatory enactments regulating constructionrequirements. Currently fulfillment of conditions of Riga City Construction Board is underway, therefore construction works at the building have not been started and no procurement has been announced.
Activity 2: Adjusting of building of Liepaja Port Warehouse for exposition needs. Raw materials and tools have been purchased for restoration and preservation of museum exhibits. 26 exhibits have beenprepared for display and stored in another premises of the Museum more suitable for storage of such material. Currently a project for safety and electrical installation is being developed.
Activity 3: Professional Conference of Exchange of Experience, including a conference with participation of experts from Norway and neighboring countries has not been organized. Estimated performance as not been achieved.
Activity 4: Project management. One meeting of a Project Monitoring Committee has taken place. A Procurement Commission and a Project Management group is up and running. Activity
5: Publicity. An information stand has been located at the building to be restored; a separate section has been developed in the Project’s website.
